

If your world's dwarves spend a lot of their effort towards exploring the world for new places to settle and mine, then they could have many old warriors whose entire life has been spent adventuring and fighting, pushing into dark caverns while their clan follows in their wake.

Now for those DMs whose minor PC races aren't so minor and have different cultural norms than depicted in the rules, I could see relaxing the level limits. They don't have that drive to explore and continually push boundaries. This is why they only control small portions of the world. The few who did feel some sort of wanderlust, eventually tired of that or felt a pull to return to their clans and families. Halflings just wanted a peaceful life smoking pipes and farming potatoes. Dwarves were more concerned about their clan and craft. Elves were too chaotic, flighty, and isolationist.

The minor species of the world (eg., elves, dwarves, halflings, gnomes) were culturally not inclined to be adventurous. For me, I ran human-centric campaigns such as Greyhawk. With that said, I think there are plenty of in-game reasons one could use to explain it. His 1e AD&D had much lower level caps than TSR's 2e game.
